State plumbing codes and enviromental concerns?

I own land in upstate NY and I built a small cabin on the land. Plumbing inspector asked to see my toilet and I told him that I will being going green on this issue. He said, oh? Explain.. I said, well sir ever since the beginning of time all mammals have been doing their business on the SURFACE of the planet. It is man that came up with the idea that it should be sent underground. I said, I don't like this. I think the air, flys, insects, rain, sun, wind, all of the enviroment should have access to it thereby causing less pollution. I said, I can understand somewhat if I am living next to people, but out here there is nobody but me.. He disagreed and put a stop work order.. Who is right?
