What is the bottom line for the new FM 670-1 on the authorization of combat patches?

The new ArmyTimes has stated that the new combat patch authorization is allowed on the lowest echelon (company level) that you are currently attached. So basically does that mean if you deploy as a National Guard company and your NG company is attached to an active component, that means you wear your NG patch correct?
