What is the best city to visit in Baja California, Mexico?

Im looking to go for 4 days for the 1st weekend in September. Im looking for somewhere cheap to fly, interesting to sight see (i.e. mayan ruins, rainforests, coastal walks), and fun to party at? I live in San Diego too... so its super close.
