Active toddler in church?

We have a "cry room" off of our sanctuary where we families with small children either go when little ones get fussy or they just stay in there the entire duration of m. Our toddler seems to be the only one who noses in other people's stuff, wanders around talking to everyone, socializes with the other kids, tries to scam other kids' snacks and toys from them. She is always friendly and happy and nice to the other kids; not fussy and screamy, throwing tantrums (usually), but other people's 2 year olds stay close to their families and some even sit quietly with mom or dad for long periods of time! We pack snacks, a drink, toys, books, coloring supplies, whatever, and she refuses to have anything to do with her own stuff but can't get enoug of other people's. If we take her to the nursery she has an absolutel meltdown and cries like we're abandoning her for life. This is my third, and the older ones were not like this, so I'm kind of lost as to what to do.
