How can a 19 year old get a vasectomy?

I've already got a few soldiers on ice right now anyway, so there's really no problem. I just want to have casual until I'm 30, and I don't want to get bogged down by a kid. I figure by the time I can afford to actually use the frozen sperm, I'll have enough money to afford a kid anyway.
